Start with the development.
The unit count sets your band, and the band scales every priced line. Buildings and floors tell us how much site map work there is: they do not change the price on this page.
Pick every kind on the site. It changes how the site map is drawn and which documents you get. It does not move the price.

What do you do with the units?
The platform licence carries one transaction engine. If you sell some units and lease others on the same development, that is two engines on one instance, and the second one is priced.
You can change this later. It sets which contracts and schedules the instance generates.
What goes on the record?
Switch on what your development actually runs. What you turn off is not in your way and not on your invoice. The rows under the rule are in the base already.
Each figure is what that row adds to the licence at your band.

Who will be using it?
Count the people who need their own login: sales, finance, the site team, whoever signs. Your band comes with an allowance, and seats beyond it are charged once a year.
Start with the allowance. Add the people you know will need one.
Who is the estimate for?
So the estimate carries the right name on it. One way to reach you is enough, and nobody calls you twice.
